Why is my foal not drinking milk from the mother?

i had a foal born 3 days ago but the night it was born somebody took it away for the the mother and feed it cows milk the next morning they returned it and 3 days later the foal is still not eating alot but is still feeding a little bit regular but is consterpted i realiy dont no what to do for the best she is getting very weak please help
