Im worried about my neighbours shetland pony?

If you are at all worried about the ponies, you should contact the RSPCA (in the UK). They will conduct an investigation, but you really have to have some good grounds to prove there is animal abuse. RSPCA have local offices. You can find them on line, I'm sure.
