Can i still register this foal?

the foals father died before she was born? i did not know my mare was pregnant when i got her and the foal has one of two stallions. i had a problem with horse boarding and ended up moving them an hour away for full board but then i discovered the lady caring for them was doing what she wanted with them. she ended up putting my two stallions together and the one killed the other. needless to say she has no contacts with my horses anymore, but i couldn't find any way to prossicute her. i owned both stallions but they were going to be gelded so i dont know anything about registering this foal.
